Pasco-Hernando State College is named for two counties, and the federal court system divides it along exactly that line. The North Campus in Brooksville is in Hernando County, which Middle District of Florida Local Rule 1.04(a) assigns to the Ocala Division. PHSC’s West, East and Porter campuses are in Pasco County, assigned to the Tampa Division. Same district, different courthouse, and the college’s own name contains both answers.

Middle District Local Rule 1.04(b) requires an action to begin in the division to which it is most directly connected. Two things follow from that. Second, no campus in the Florida College System publishes its own student conduct code, so the rules that decide a dismissal here are the college-wide code plus whatever programme handbook governs the course of study. Those two documents often disagree, and the handbook is usually what the programme actually applies.

Nursing at the North Campus

PHSC is reported to deliver nursing instruction at the North Campus, though the college does not state the programme’s campus siting plainly — worth confirming for the particular cohort before relying on it. Nursing is where Florida College System dismissals concentrate. Those decisions are made under the nursing programme handbook rather than the college-wide conduct code, and the handbook is where automatic dismissal, progression limits and clinical-performance rules live.
